I have a question for the shelter pet-lovers of the world.

I can't have a pet at the moment. I'm not home enough to take care of it, and it would be unfair to the animal.

I do, however, get an urge to visit the puppies and kitties at the shelter. I can't take one home, but my philosophy is they need all the love people are willing to give them on a weekend.

My boyfriend thinks it's a cruel tease to the animals and the shelter if I'm not taking one home.

Any thoughts?

I don't think it's a "cruel tease" for the animals. In my opinion they are very much in the moment.

My concern would be taking up the time of the shelter volunteers when you aren't going to take a pet.

If you are going to the shelter anyway, why not talk to them about volunteering once or twice a month to walk dogs? That way you'd have a chance to visit the animals and do something for the shelter at the same time.
